How to apply for Sri Lanka Residence Visa

A Sri Lanka residence visa allows a foreign national to live in Sri Lanka for an approved purpose.

A tourist visa is not enough if you are planning to work, manage a Sri Lankan company, invest in Sri Lanka, or live in Sri Lanka for a longer period. You need a residence visa to live in Sri Lanka for work, investment, study, medical treatment, religious work, family residence, or any other long-term approved activity.

Before applying for Sri Lanka residence visa, you should first select the correct residence visa category. This is the most important step.

If you select the wrong visa category, this is where delays start for most applicants.

What is a Sri Lanka residence visa?

A residence visa is a permit issued by the Department of Immigration and Emigration that allows a non-Sri Lankan to stay in Sri Lanka for a special purpose approved under a residence visa category.

This includes employment, investment, education, medical treatment, religious work, NGO work, family residence, court matters, digital nomad work, and other approved purposes.

A residence visa is different from a tourist visa or business visa. A tourist visa is for tourism and short visits. A business visa is for short business visits inlcuding bank account opening and attending business meetings. A residence visa is for living in Sri Lanka for an approved long-term purpose such as working under a formal employment contract or BOI investment.

Who needs a residence visa in Sri Lanka?

You need a residence visa if you are a foreign national and you plan to stay in Sri Lanka for one of the following purposes.

  • Foreign investment
  • Employment in Sri Lanka
  • Working for a BOI company
  • Working for a private sector company
  • Working in a government-approved project
  • Working in a bank
  • Studying in Sri Lanka
  • Living with a Sri Lankan spouse
  • Receiving medical treatment in Sri Lanka
  • Religious work
  • NGO or INGO work
  • Remote work under Digital Nomad visa
  • Court proceedings in Sri Lanka

If you are a foreign founder, foreign director, foreign employee, or foreign shareholder of a Sri Lankan company, do not assume that company registration alone gives you the right to live in Sri Lanka.

Company registration and residence visa are two separate processes.

Sri Lanka residence visa categories

Sri Lanka has different residence visa categories.

You should apply under the category that matches your purpose of stay.

Employment category

Employment residence visa applies to foreign professionals engaged under a contract for government-approved projects, expatriate personnel employed in BOI companies, and their dependents.

Sri Lanka work visa is valid for one year and can be renewed annually.

Investor category

This category allows foreign nationals to enter and reside in Sri Lanka to manage their investments in Sri Lanka. The minimum investment threshold for investor visa is USD 100,000 for a 5 year visa. If the investment is USD 200,000 or more, the applicant can extend the investor visa for additional 5 years.

The investment funds must first be remitted to Sri Lanka through an Inward Investment Account (IIA). The investor must then transfer the funds from the IIA to a Visa Programme Foreign Currency Account (VPFCA) and make the investment through the VPFCA.

You can invest in opening a new local company, buying voting shares in a local company, debt securities, term deposits or acquiring immovable property such as condominiums.

Foreign investors, their spouses and dependents are eligible to apply for investor residence visa.

Religious category

This category applies to members of clergy and religious workers who come to Sri Lanka through a religious organization.

Educational category

This category applies to university students, students of approved educational institutions, volunteers, and internship holders.

NGO and INGO category

This category applies to foreign nationals attached to non-governmental organizations and international non-governmental organizations.

Ex-Sri Lankan and dependants category

This category applies to persons whose Sri Lankan citizenship has ceased and their eligible dependants.

Family members of Sri Lankan category

This category applies to the foreign spouse of a Sri Lankan citizen and eligible dependent children.

Medical visa category

This category applies to foreign nationals receiving medical treatment in Sri Lanka and one medical assistant accompanying the patient.

Court visa category

This category applies to foreign nationals who need to stay in Sri Lanka for court proceedings.

Digital Nomad visa

Digital Nomad visa applies to eligible foreign nationals 18 years or older who want to live in Sri Lanka while working remotely.

Remote employment includes freelancing or owning a business incorporated outside Sri Lankan that serves clients outside Sri Lanka.

Digital Nomad visa is valid for one year and can be renewed annually. The main applicant must remit a minimum monthly income of USD 2,000 to Sri Lanka. If there are more than two dependants, an additional USD 500 per month must be remitted for each dependant exceeding the first two.

Residence visa for foreign investors

Foreign investors should apply under the investor visa category.

This visa category is useful for foreign business owners, shareholders, entrepreneurs, and investors who want to live in Sri Lanka while managing their business or investment.

However, registering a company in Sri Lanka does not automatically give you investor residence visa. You need to meet the minimum investment threshold to be eligible for investor residence visa.

Your company registration (Form 01) and visa application should show the investment clearly.

You should prepare the investment structure, banking route, company documents, bank confirmation, investment proposal, and supporting documents before submitting the application.

For foreign investors, the practical issue is not only the visa form.

The practical issue is whether the investment documents are ready.

Before applying, you should check:

  • Whether your business activity allows foreign ownership
  • Whether BOI approval is required
  • Whether your funds came through the correct bank account
  • Whether the bank can issue the required confirmation
  • Whether your company documents match your passport details
  • Whether the investment proposal supports the visa request
  • Whether your spouse and children need dependant visas

If the investment route is not planned properly, the visa process can become difficult later.

Residence visa for foreign employees

Foreign employees should apply under the employment category.

If the employee works for a private sector company, the Sri Lankan company must support the visa application.

For private company employment visa, the company should prepare the request letter, company registration documents, director details, Articles of Association, line ministry recommendation, passport copy, Health Protection Plan, and original passport.

The line ministry recommendation is important.

Without the correct line ministry recommendation, the employment residence visa application will not move properly.

If the employee works for a BOI company, BOI documents are required.

The BOI company should prepare the BOI certificate, BOI agreement, company request letter, company registration certificate, board of directors details, Articles of Association, BOI recommendation, passport copy, Health Protection Plan, and original passport.

For foreign employees, the employer should handle the process carefully.

The employee cannot complete the application properly without the company documents and authority recommendation.

Residence visa for foreign directors

Foreign directors should not assume that directorship alone gives residence rights in Sri Lanka.

A foreign director needs a residence visa category that matches the real purpose of stay.

If the foreign director has invested in the company, investor visa is generally the correct route.

If the company is a BOI company, BOI recommendation is part of the process.

Before applying, decide the correct role clearly.

Is the person an investor?
Is the person an employee?
Is the person a director only?
Is the person a shareholder and director?
Is the person coming to manage the business in Sri Lanka?

The request letter and supporting documents should match the answer.

Sri Lanka residence visa requirements

Residence visa requirements depend on the visa category.

However, most residence visa applications typically require the following general list of documents.

  • Completed residence visa application form
  • Request letter
  • Valid passport
  • Copy of passport bio data page
  • Passport size photographs
  • Recommendation from the relevant authority
  • Health Protection Plan or medical clearance
  • Police clearance or security clearance for selected categories
  • Company, investment, education, family, religious, NGO, medical or court documents

The document list vary by visa category.

Employment residence visa documents

For a foreign employee of a private company, the documents include:

For private sector companies, the line ministry recommendation is the document that takes time.

Do not wait until the applicant arrives in Sri Lanka to check the line ministry requirement.

BOI employment residence visa documents

A foreign employee of a BOI company applying for residence visa must submit the supporting documents.

  • BOI certificate
  • Request Letter from the Company
  • BOI Agreement
  • Company Registration certificate
  • Details of the Board of Directors of the Company
  • Article of Association
  • Recommendation from BOI
  • Original passport
  • A copy of the Bio Data Page of applicant’s passport
  • Health Protection plan

For BOI companies, the BOI recommendation is the most important document.

Investor residence visa documents

For investor visa, the documents include:

  • Residence visa application form
  • Request letter
  • Copy of Passport (valid for at least 6 months)
  • Two recent passport-sized photographs
  • Investment proposal
  • Security clearance form
  • Medical clearance report
  • Police Clearance Certificate from home country or country of residence (not older than 3 months)
  • Bank confirmation letter
  • Marriage certificate for spouse application
  • Birth certificate for dependant children application
  • Balance confirmation letter for your VPFCA account.

For investor visa, bank documents are important. You should be able to show the investment clearly through the bank documents and supporting papers.

Student residence visa documents

For university students, the documents include:

  • Recommendation from the Ministry of Higher Education
  • Letter from the university
  • Copy of passport bio data page
  • Health Protection Plan
  • Original passport

For other students, the documents include:

  • Request letter from the academic institution
  • Duly filled DIE form
  • Recommendation from the relevant Embassy or High Commission
  • Bank encashment receipts

Spouse residence visa documents

For a foreign spouse of a Sri Lankan citizen, the supporting documents include:

  • Marriage certificate attested by a competent authority
  • Birth certificate of Sri Lankan spouse
  • Proof of Sri Lankan citizenship, if the spouse is a citizen by registration
  • Passport or National Identity Card of Sri Lankan spouse
  • Divorce decree, if previously divorced
  • Death certificate, if former spouse is deceased
  • Consent of Sri Lankan spouse
  • Copy of applicant’s passport bio data page
  • Original passport

The Sri Lankan spouse must visit the Department of Immigration and Emigration for the interview.

Medical residence visa documents

For medical visa, the documents include:

  • Recommendation letter from doctor or medical officer

  • Original passport

The form should be filled carefully. The applicant’s full name, passport number, nationality, date of birth, address, company name, and purpose of stay should match the passport and supporting documents.

How to apply for residence visa in Sri Lanka?

Here’s how to apply for residence visa in Sri Lanka.

  1. Select the correct residence visa category

First, select the correct visa category that matches your purpose for staying in Sri Lanka.

  • Foreign investor – Investor visa
  • BOI employee – Employment residence visa
  • Foreign spouse – Spouse residence visa
  • Foreign student – Educational visa
  • Medical treatment – Medical visa
  • Remote worker – Digital Nomad visa
  1. Check the authority recommendation

Most residence visa categories need a recommendation from another authority.

For private company employment visa, you need line ministry recommendation.

For BOI employment visa, you need BOI recommendation.

For bank employees, you need Central Bank recommendation.

For university students, you need Ministry of Higher Education recommendation.

For NGO and INGO visa, you need NGO Secretariat, Ministry of Defence, Ministry of Foreign Affairs or Department of External Resources recommendation depending on the organization.

For religious workers, you need line ministry recommendation.

This is the part applicants underestimate.

Immigration does not only look at the visa form. Immigration checks whether the relevant authority supports the applicant’s stay in Sri Lanka.

  1. Prepare the request letter

The request letter should be clear.

For company applications, the letter should include:

  • Applicant’s full name
  • Passport number
  • Nationality
  • Position or role
  • Company name
  • Company registration number
  • Purpose of stay
  • Requested visa period
  • Confirmation that the company supports the application

For investor visa, the letter should explain the investment and why the applicant needs to live in Sri Lanka.

A weak request letter creates questions.

A clear request letter helps the officer understand the file quickly.

  1. Complete HPP or medical clearance

Residence visa applicants should complete the Health Protection Plan where it is required for the relevant category.

Employment, BOI, private company, education, religious, NGO, medical and court visa document lists include HPP.

Investor visa applicants should prepare the medical clearance report listed for investor category.

Do this before the final submission.

Medical and HPP delays can hold the file even when all other documents are ready.

  1. Prepare supporting documents

Prepare the full document set before visiting Immigration.

Check the documents properly.

  • Names should match.
  • Passport numbers should match.
  • Company name should match.
  • Company registration number should match.
  • Director details should be updated.
  • Passport should have enough validity.
  • Recommendation letter should match the visa category.
  • Request letter should match the supporting documents.

Do not submit an incomplete file just to “start the process”.

An incomplete file normally comes back with questions.

  1. Submit the application

Submit the residence visa application to the Department of Immigration and Emigration with the passport and supporting documents.

The Department reviews the application, checks the category, checks the recommendation, checks the passport, and checks the supporting documents.

If documents are missing, the Department will request corrections or additional documents.

  1. Pay the residence visa fee

Pay the applicable residence visa fee after the Department accepts the application for processing.

The fee depends on the visa category and visa period.

  1. Receive residence visa endorsement

Once approved, the residence visa is endorsed on the applicant’s passport.

Check the visa period immediately after the endorsement.

Do not leave the Department without checking the visa expiry date.

Sri Lanka residence visa fees

The residence visa fee depends on the category.

For many residence visa categories, the current fee is USD 200 for a year or part of a year.

This includes investors, employees, students, medical visa, non-government institutions, religious worker visa, spouse and dependent children of those persons, My Dream Home extension, Residence Guest Scheme extension, court visa and Port City visa.

For ex-Sri Lankans and their spouse and dependant children, the fee is USD 100.

For registered Indian citizens covered by the Indo-Ceylon Agreement and their spouse and dependant children, the fee is USD 100.

For clergy, the fee is USD 200.

For a foreign spouse married to a Sri Lankan citizen, first issuance is free.

For dependent children of the non-Sri Lankan spouse, the fee is USD 150.

For Digital Nomad visa, the fee is USD 500.

Sri Lanka residence visa medical test

For many residence visa categories, Immigration requires the Health Protection Plan.

The HPP requirement appears in the document lists for BOI employment, private company employment, bank employees, religious workers, students, volunteers, NGO/INGO personnel, medical visa and court visa.

Investor visa applicants should prepare the medical clearance report required for investor category.

Do not treat the medical requirement as a small step.

If the HPP or medical clearance is not ready, the residence visa file is not complete.

Sri Lanka residence visa renewal

Most residence visas are valid for one year or for the period recommended by the relevant authority.

Residence visa can be renewed annually.

You should start the renewal process before the visa expires.

For renewal, prepare:

  • Renewal application form
  • Original passport
  • Copy of passport bio data page
  • Current residence visa details
  • Updated request letter
  • Updated authority recommendation
  • Updated company or institution documents
  • Health Protection Plan
  • Police clearance or security clearance, where required
  • Visa fee

For employment visa renewal, the company should confirm that the applicant is still employed.

For BOI visa renewal, BOI recommendation should be updated.

For student visa renewal, the educational institution should provide updated documents and performance report where required.

For spouse visa renewal, the Sri Lankan spouse should provide consent and attend the interview.

For medical visa renewal, updated medical documents should be submitted.

Your intended stay in Sri Lanka should end at least two months before your passport expires.

Therefore, check passport validity before starting renewal.

Sri Lanka residence visa extension

Residence visa renewal and residence visa extension are practically the same process.

It means extending the validity of the existing residence visa.

The extension documents depend on the visa category.

Employment visa extension needs employer documents and line ministry recommendation.

BOI visa extension needs BOI recommendation.

Student visa extension needs educational institution documents.

Spouse visa extension needs consent from the Sri Lankan spouse and interview attendance.

Medical visa extension needs updated medical documents.

Court visa extension depends on the next court date and court proceedings.

If the reason for your residence visa no longer exists, the visa extension becomes difficult.

For example, if you received employment visa and you are no longer employed by that company, the renewal should not be filed as if the employment continues.

Residence visa applications are delayed for the following reasons.

  • Wrong visa category
  • No line ministry recommendation
  • No BOI recommendation
  • No Central Bank recommendation for bank employees

If you are setting up a business in Sri Lanka, check your residence visa route at the same time you plan the company. Company registration, being a director or shareholder alone does not give you residence visa.

Do not complete company registration, transfer funds, sign agreements, and then check the visa later.
